The some surrogacy agencies working in Ukraine aren't experienced. It is sad but it's true. Surrogacy is a very serious and demanding process and when choosing an agency think carefully if that agency can meet your interests and needs, if they have enough experience in working with foreign families, if they are trustworthy and reliable, remember:

1You will be working with the agency for about a year or even more and try to speak by phone to the people who will be working for you and try to estimate the professional qualities and personality of the specific person and if you do not feel comfortable in this point, be careful.

2Also for your information, surrogacy can't be cheap, even in Ukraine. Of course, surrogacy in Ukraine is not as expensive as in the USA or Canada but still I would definitely hesitate if found programs for low fees include unlimited or many attempts, because it simply cannot be inexpensive. The process takes about a year, there are many factors, resources and people involved and therefore it is obvious that surrogacy cannot be cheap.

3Many Ukrainian agencies work with Ukrainians and trust me they will try to make benefit from you, no matter what. Even for me living and working in Ukraine it is difficult to work with Ukrainian agencies, they always try to cheat and it is very disappointing. So investigate the matter carefully and try to find those who have many references from foreign families and who have experience, like our agency - we work only with foreign families and never with Ukrainian. So if the agency website has a Russian version, they simply translated some pages and this means they are oriented for Ukrainian families, and foreign requirements are very different than Ukrainian requirements. It concerns legal aspects, laws, quality of service, experience, quality of knowledges, personality,  etc.

4In Ukraine it is a normal way when blogs or websites post success stories of intended parents without the links to real persons about whom these stories were, when you will ask to give you links the agency will say that surrogacy is a delicate direction and clients want to be anonymous. Yes, it is so, not all clients but some will agree to give references, so when you receive these references, make sure they are real people,  so ask for emails or FB accounts of real clients who used this specific agency.

7And at last, a good and important way for US citizens to check with the US Embassy in Kiev about a specific agency or a person. Of course the Embassy will not give recommendations but at least they can answer if this person or agency had complaints before. Some agencies may be in a black list.
